Presupuesto Participativo (PP) es una herramienta de democracia participativa que permite a la ciudadanía incidir o tomar decisiones frente al presupuesto público, para solucionar las problemáticas más apremiantes de cada una de las comunas y corregimientos de Medellín. Es así como se distribuye anualmente según criterios de población, índice de desarrollo humano, calidad de vida y otros, que garanticen los principios de equidad social y solidaridad territorial.

1 Popular, 2 Santa Cruz, 3 Manrique, 4 Aranjuez, 5 Castilla, 6 Doce de Octubre, 7 Robledo, 8 Villa Hermosa, 9 Buenos Aires, 11 Laureles – Estadio, 12 La América, 13 San Javier, 15 Guayabal y 16 Belén.
Corregimientos:
60 San Cristóbal y 90 Santa Elena.
Tipos de beneficiarios
- Beneficiario nuevo: es aquel que ingresa por primera vez a la Institución Universitaria Pascual Bravo y comienza su programa académico con la beca de Presupuesto Participativo.
- Beneficiario acogido: es aquel que ya se encuentra estudiando un programa en la Institución Universitaria Pascual Bravo con recurso propio, no ha sido beneficiario de la beca de Presupuesto Participativo y desea ser beneficiario.
- Beneficiario de reingreso: es aquel que en algún momento hizo uso de la beca, fue sancionado por no cumplir alguno de los requisitos semestrales establecidos en el Decreto 1350 de 2013, pero después de cumplir su sanción desea reingresar a las becas de Presupuesto Participativo. Debe estar a paz y salvo con el Servicio Social.
Formatos
Decretos reglamentarios
- Decreto 767 del 29 de abril de 2013: Por medio del cual se reglamenta el sistema único de servicio social por parte de beneficiarios de créditos o becas de educación superior del municipio de Medellín
- Decreto 1350 del 16 de julio de 2013: Por medio del cual se reglamentan los acuerdos municipales 9 de 2011 y 2 de 2013 en lo referente al incremento de oportunidades de educación superior con recursos de PP.
Requisitos y documentación
1. Requisitos para ser beneficiario por primera vez:
- Haber nacido en el municipio de Medellín o llevar domiciliado mínimo los últimos cinco (5) años en este.
- Llevar como mínimo un (1) año de domicilio en la comuna o corregimiento.
- Haber sido admitido Institución Universitaria Pascual Bravo.
- Pertenecer a los estratos socioeconómicos 1, 2, 3, 4, 5 y 6.
2. Pasos para ingresar por primera vez al beneficio en convenio directo:
- Hacer la inscripción en la Institución Universitaria Pascual Bravo.
- Verificar que fue admitido a la Institución.
- Postularse para ser beneficiario de las becas de Presupuesto Participativo (ver documentos obligatorios).
- Consultar los resultados y verificar si está en el listado de admitidos a P.P.
- Iniciar el proceso de inducción (nuevos) o el proceso de matrícula (antiguos o acogidos).
- Asistir a la reunión semestral citada por la oficina de Presupuesto Participativo.
Documentos obligatorios para postularse:
- Carta de residencia expedida por la Junta Administradora Local JAL.( su expedición no puede ser mayor a un mes al momento de la postulación)
- Impresión del Sisbén DNP el cual debe ser de Medellín (puede ser sisben III, IV o el radicado que entrega el DNP de la solicitud de la encuesta).
- Fotocopia de los servicios públicos donde se visualice el estrato y la dirección (debe ser la misma con la que se postuló a la universidad)
- Fotocopia del documento identidad.
3. Pasos para ingresar como acogido al beneficio de la beca de Presupuesto Participativo en convenio directo:

- Haber nacido en el municipio de Medellín o llevar domiciliado mínimo los últimos cinco (5) años en este.
- Llevar como mínimo un (1) año de domicilio en la comuna o corregimiento.
- Haber sido admitido Institución Universitaria Pascual Bravo.
- Pertenecer a los estratos socioeconómicos 1, 2, 3, 4, 5 y 6.
- Hacer la inscripción en la Institución Universitaria Pascual Bravo.
- Verificar que fue admitido a la Institución.
- Postularse para ser beneficiario de las becas de Presupuesto Participativo (ver documentos obligatorios).
- Consultar los resultados y verificar si está en el listado de admitidos a P.P.
- Iniciar el proceso de inducción (nuevos) o el proceso de matrícula (antiguos o acogidos).
- Estar cursando un programa en la Institución Universitaria Pascual Bravo.
- Asistir a la reunión semestral citada por la oficina de Presupuesto Participativo.
4. Pasos para el reingreso al beneficio de la beca de Presupuesto Participativo en convenio directo:
(Los mismos ítems 1 y 2)
- Haber nacido en el municipio de Medellín o llevar domiciliado mínimo los últimos cinco (5) años en este.
- Llevar como mínimo un (1) año de domicilio en la comuna o corregimiento.
- Haber sido admitido Institución Universitaria Pascual Bravo.
- Pertenecer a los estratos socioeconómicos 1, 2, 3, 4, 5 y 6.
- Hacer la inscripción en la Institución Universitaria Pascual Bravo.
- Verificar que fue admitido a la Institución.
- Postularse para ser beneficiario de las becas de Presupuesto Participativo (ver documentos obligatorios).
- Consultar los resultados y verificar si está en el listado de admitidos a P.P.
- Iniciar el proceso de inducción (nuevos) o el proceso de matrícula (antiguos o acogidos).
- Estar a paz y salvo con el servicio social
- Haber sido aceptado el reingreso a la Institución.
- Carta personal explicando el motivo del retiro y solicitando el reingreso.
- Asistir a la reunión semestral citada por la oficina de Presupuesto Participativo.
5. Requisitos para solicitar la beca para el ciclo de profesionalización:
- Haber nacido en el municipio de Medellín o llevar domiciliado mínimo los últimos cinco (5) años en este.
- Llevar como mínimo un (1) año de domicilio en la comuna o corregimiento.
- Haber sido admitido Institución Universitaria Pascual Bravo.
- Pertenecer a los estratos socioeconómicos 1, 2, 3, 4, 5 y 6.
- Hacer la inscripción en la Institución Universitaria Pascual Bravo para segundo programa o ciclo de profesionalización.
- Verificar que fue admitido a la Institución.
- Postularse para ser beneficiario de las becas de Presupuesto Participativo (ver documentos obligatorios).
- Consultar los resultados y verificar si está en el listado de admitidos a P.P.
- Iniciar el proceso de inducción (nuevos) o el proceso de matrícula (antiguos o acogidos).
- Estar a paz y salvo con el servicio social.
- Carta personal solicitando la beca para el ciclo de Profesionalización.
- Asistir a la reunión semestral citada por la oficina de Presupuesto Participativo.
Requisitos semestrales para continuar con la beca:
- Estar a paz y salvo con el servicio social.
- Promedio semestral mínimo de 3.0.
- Matricular como mínimo 12 créditos y aprobar mínimo 10 créditos.
- El Servicio Social (80 horas semestrales) se debe realizar en la comuna de donde es residente el beneficiado, en caso contrario tener autorización de la JAL para presentarlo en otra parte, presentar los formatos actualizados de Acta de compromiso y Ficha de seguimiento el estudiante los debe descargar y es el responsable de diligenciarlos correctamente, el Certificado de Servicio Social lo dará la entidad donde se realizó el servicio social y debe llevar el periodo al que pertenece. Ej: 2021-2, se debe montar a la plataforma debidamente diligenciado y firmado y debe estar pendiente de su aprobación o corrección entre las fechas estipuladas.
- Los formatos de acumulación o casos especiales también deben montarse a la plataforma en caso de tenerlos.
Auxilio de sostenimiento
Es un giro que se entrega semestral, depende que la comuna o corregimiento haya asignado los recursos, también están en la autonomía de decir cuantos auxilios entregan y el valor de este por beneficiario.
El beneficiario debe postularse por la plataforma semestralmente, siempre y cuando la comuna o corregimiento cuente con ellos, debe de anexar el certificado de la cuenta bancaria donde el titular sea el estudiante y el puntaje del sisben DNP donde aparezca el numero de documento y nombre del estudiante. En la reunión obligatoria semestral en la que debe asistir el beneficiario de la beca, se dará toda la claridad.
